Access to Northern TrainCare facilities by other railway undertakings
Northern recognises that it has an obligation to allow other railway undertakings access to its TrainCare facilities (depots, outstations etc.) where it reasonably can.
Currently, we provide access and services to a number of third-party customers including Hitachi, GWR and Lumo.
As per the Railways Regulations 2016, Northern can offer access, including track access to service facilities and the supply of services for:
a) Refuelling facilities (where they exist) and the supply of fuel
b) Train formation facilities (including road offloading at some locations) including shunting facilities
c) Temporary storage sidings
d) Maintenance facilities - principally light maintenance and at some locations heavy maintenance)
e) Other technical facilities including cleaning and washing facilities
Our approach to the costing of such access and services is on the basis of the cost involved and a reasonable profit. The actual charges may vary according to the location(s) in question and
i) Type of facility needed
ii) Length of stay
iii) Time of day
iv) Refuelling
v) Cleaning or other light maintenance services required
vi) Any charges for utilities required including electricity
vii) Technical inspections and specialised maintenance which may be required
viii) Any materials to be provided
ix) Any customer specifics required (e.g. training, systems etc.)
x) Operational flows and efficiencies
Note the above are not exhaustive and will be firmed up based on the customers’ requirements. Any charges will be subject to RPI inflation (unless and to the extent that we expressly agree otherwise). Where delivery of the third-party work involves using shared resources then the cost will be allocated using the most appropriate approach as part of our internal cost model.
In so far as reasonably possible access and service arrangements will be formalised using the standard DAA (Depot Access Agreement) templates.
Should Northern need to invest in order to meet the requirements of another railway undertaking then (subject to it having the capacity) the other railway undertaking shall be responsible for the cost of such investment and any ongoing running/operational costs noting that in the case of investment in a depot that this may become part of the depot assets and ownership vest in Network Rail.
